Rehabilitation of Naala and Upgradation/Reconstruction of Security Guardroom at NIPA Karachi

The National Institute of Public Administration Karachi is procuring comprehensive rehabilitation works for a naala (sewerage line) and the upgradation/reconstruction of the security guardroom at its Karachi campus. This tender specifically covers excavation, backfilling, RCC slab works, steel framing, dismantling, masonry, plastering, flooring, roofing, painting, and electrical installations. The project site is located at University Road, Block-11, Gulshan-e-Iqbal, Karachi. The technical scope includes excavation and backfilling with approved fill material, construction of 4" and 6" thick RCC slabs using OPC cement, steel reinforcement with G-60 Amerli/Faizan bars, and finishing works such as plastering and painting. Electrical works involve supply and installation of cables, fans, LED lights, switches, breakers, and conduit accessories. The security guardroom reconstruction includes dismantling existing structures, sub-structural and super-structural works, aluminum windows, and paint works. Eligible bidders must be registered with the FBR for Income Tax and Sales Tax with active status and hold a valid Pakistan Engineering Council (PEC) registration certificate. Firms should have a minimum of three years of relevant experience and an annual turnover of at least 50% of the bidding amount. Submission of earnest money in the form of a Pay Order/CDR/Bank Draft of Rs.100,000/- is mandatory. The bid security original must be submitted physically by the closing date. Bids must be submitted electronically via the EPADS portal by 05 June 2026 at 11:00 AM. Late or manual submissions will not be accepted. The technical and financial proposals should be sealed and submitted as per the single stage one envelope bidding procedure. The financial bids of technically responsive bidders will be opened publicly on the same day at 11:30 AM. A practical tip for bidders is to ensure the original bid security is delivered on time to avoid disqualification, as electronic bids without the original bid security will be rejected.
