Tender Description
The District and Sessions Court, Matiari, Sindh, is procuring rehabilitation, renovation, and electric work for female litigant facilities at its Judicial Complex. This project specifically covers the waiting room, family meeting room, and separate washrooms with vanity facilities. The scope includes civil works such as removal and replacement of doors, windows, tiles, plastering, painting, and installation of electrical wiring and fixtures. The work must be executed at the Judicial Complex, Matiari, within 90 days from the issuance of the purchase/work order.
Bidders must hold valid registrations with the Sindh Revenue Board (SRB), Sales Tax, NTN, and Pakistan Engineering Council (PEC) with relevant civil and electrical codes. They must also be on the Active Taxpayer List (ATL) of the FBR and demonstrate financial capacity with an average annual turnover not less than the project cost. Experience requirements include successful completion of similar works at 80% or two projects at 50% of the estimated cost. Technical capacity must include a PEC-registered Civil Engineer and a DAE Civil Site Supervisor with at least three years of experience. An Electrical Inspectorate License for the Hyderabad region is mandatory.
The tender fee must be paid within the stipulated time, and bid security in physical form is required. Bids must be submitted electronically via the SPPRA e-Procurement (ePAD) portal by 18th May 2026 at 12:30 PM. The technical bid will be evaluated first, and only responsive bidders will proceed to financial evaluation. The contract includes a one-year defect liability period and liquidated damages for delays. The successful bidder must provide a performance guarantee and comply with all terms and conditions.
A practical tip for bidders is to ensure all required documents, including audited financial statements, technical staff details, and valid licenses, are complete and properly signed and stamped. Early submission and careful adherence to the technical bid requirements will avoid disqualification due to non-responsiveness or inclusion of financial details in the technical bid.
