Rehabilitation and Special Repair Works of Roads in Pakpattan and Sahiwal Districts

The Punjab Highways Department invites tenders from registered Engineering Firms/Contractors under the PPRA E-Tendering System for multiple road rehabilitation and repair projects in Pakpattan and Sahiwal districts. All participating firms must have valid registration with Pakistan Engineering Council in relevant categories and a renewed PEC License for the financial year 2026-27. Bidders must submit a Bid Security equal to 5% of the estimated cost via Digital online payment through Punjab E-Procurement System (link with BOP) in favor of the Executive Engineer Highways Division Pakpattan. Physical bid securities such as CDR, Pay Order, Demand Draft, etc. will not be accepted. As per PPRA Rule 2014 and Clause-56 of PPRA Rule 2014 (Performance Guarantee), the lowest evaluated bidder shall submit a Performance Security of 10% of the contract amount within 15 days of receipt of the LOI in favor of the Executive Engineer Highways Division Pakpattan only in the form of CDR, Bank Draft, Cashier Cheque, Pay Order or Bank Guarantee (valid for 03 months beyond completion time/extended completion time). No other form shall be accepted for Performance Guarantee. Submission of 10% Performance Guarantee is mandatory for all successful bidders irrespective of estimated/contract amount. Bidders are required to quote item rates against each item and total amount against each item and grand total of all items in the financial proposal. Any mathematical difference between total amount of item and grand total will be resolved in favor of the rate quoted against items. Rates quoted above or below estimated/DNIT cost will not be considered and bids shall be considered non-responsive. After uploading bids on the website as per timeline detailed at Sr. No. 3, contractors may attend the Commissioner Sahiwal Division, Sahiwal on 13-10-2026 at 12:30 Hours (12:30 PM) where all responsive bids will be downloaded and quoted rates of successful bidders will be announced in the presence of tender opening committee. In case of submission of any fake information(s)/document(s) such as CDR, PEC License etc., it will be the just cause of disqualification of Contractor/Firm and disciplinary proceedings under the rules shall be initiated. The procuring agency may reject all bids or proposal at any time prior to acceptance of a bid or proposals under Clause-35 of PPRA Rule (Rejection of Bids). Recovery against credit of old material will be adjusted annually and accordingly bids will be evaluated. Contractor's claims of successful bidders against work done shall be submitted electronically and will be further processed through Digital Measurement Book. Items being procured: - Rehabilitation of metalled road from DM road to Hotta Road in Tehsil Arifwala District Pakpattan - Rehabilitation of metalled road from Thana Ahmad Yar Bela Dilawar Chowk to District Boundary Vehari Tehsil Arifwala District Pakpattan - Rehabilitation of metalled road from Wapda Office Road to Eastern Bypass in Tehsil & District Pakpattan - Rehabilitation of metalled road Eid Gah Road from Faisal Chowk Qaboola to Bypass Qaboola in Tehsil Arifwala District Pakpattan - Rehabilitation of metalled road from Pul Jorian Bypass to Chak No. 88/E Road to Chak No. 888/E Tehsil Arifwala District Pakpattan - Special repair of metalled road from Pappattan-Kamir Road (Adda 10/E/B) to Chak No. 8/E Tehsil Arifwala District Pakpattan Length: 3.50 KM These works are scheduled for completion within 3 to 6 months depending on the project. The estimated costs and earnest money for each work are detailed in the tender notice. Eligibility requires valid PEC registration, FBR/ATL registration, and earnest money submission as specified.
