Tender Description

Central Power Generation Company Limited (CPGCL), Thermal Power Station, Guddu, Sindh, Pakistan invites bids for the Rehabilitation of Steam Turbine-16 (ST-16) and Allied Equipment of 747 MW Combined Cycle Power Plant (CCPP), Guddu. This procurement is for an EPC / Turnkey Contractor to undertake the rehabilitation works. Items being procured: - Rehabilitation of Steam Turbine-16 (ST-16) - Allied Equipment of 747 MW Combined Cycle Power Plant (CCPP) The scope involves comprehensive rehabilitation of the steam turbine and its allied equipment at the Guddu power plant. The project requires experienced contractors licensed by the Pakistan Engineering Council (PEC) in the appropriate category for works. International Competitive Bidding (ICB) will be conducted under the Single Stage-Two Envelope (SSTE) procedure as per Public Procurement Rules, 2004. Foreign bidders may participate only in joint ventures with Pakistani contractors compliant with PEC bye-laws. Bidding documents are available free of cost via the EPADS web portal at https://eprocure.gov.pk. Bidders must submit their bids electronically through EPADS, with technical and price bids submitted separately in their respective sections. A Bid Security of PKR 500,000,000 (Pak Rupees Five Hundred Million only) or equivalent in freely convertible currency is required. The original Bid Security must reach the Employer at CPGCL Head Office, Islamabad, by the bid submission deadline. Bids must be uploaded on EPADS by 15:00 hours on 7th October 2026. Technical bids will be opened electronically at 15:30 hours the same day. Price bids of technically qualified bidders will be opened later via EPADS. Bidders must quote for the complete scope of work; partial bids will be rejected. The Employer reserves all rights regarding bid rejection as per Rule 33(1) of Public Procurement Rules, 2004. For bidders, it is crucial to ensure timely electronic submission on EPADS and to arrange for the original bid security delivery to the specified address before the deadline to avoid disqualification.
