Renovation, Refurbishment and Allied Civil Works for Public Procurement Regulatory Authority (PPRA) Islamabad

The Public Procurement Regulatory Authority (PPRA) Islamabad invites sealed bids from eligible and qualified bidders for the Renovation, Refurbishment and Allied Civil Works at its premises located at 3rd Floor, NESPAK Building, G-5/2, Islamabad. This procurement is planned for the financial year 2026-27 under contract reference P88699. The procurement will be conducted through a National Single Stage-Two Envelope procedure using Quality and Cost Based Selection (QCBS) technique in line with Public Procurement Rules, 2004. Items being procured: - Civil Works including dismantling, plastering, and installation of porcelain tiles (2950 Sft) - Frosted tempered glass partitions with aluminum sections (1921 Sft) - Gypsum ceiling tiles with suspended framework (2950 Sft) - Dry wall partitions with cement boards (541 Sft) - Lunch Counter with Marble/Corian top (88 Sft) - Kitchen cabinets and counters (25 Sft) - Reception Counter with tactile sheet/Corian top (14 Sft) - Staff Workstation Counters with UV high gloss finish (36 Sft) - Media Wall/Console/Wall Panel (4 Sft) - Blinds installation (700 Sft) - Painting of walls, ceilings, wood, and metal surfaces (1860 Sft) - HVAC ducting modifications, supply air diffusers, return air grilles, and air balancing - Electrical wiring for light, fan, call bell points, plug points, sub-main circuits - Installation of PVC conduits, lighting fixtures, switches, sockets, circuit breakers - Ceiling fans, floor standing split air conditioners (4 units, 2.5 Ton each) - Concealed electrical boxes in floors (4 units) The technical scope includes dismantling existing partitions and tiles, plastering, installation of high-quality porcelain tiles, tempered glass partitions, gypsum ceilings, dry wall partitions, and various counters and cabinetry. HVAC works include duct modifications, installation of diffusers, grilles, and air balancing. Electrical works cover wiring, conduit installation, lighting fixtures, switches, sockets, circuit breakers, fans, and air conditioners. Eligibility criteria require bidders to have a valid C4 license with validity till 2027, minimum 5 years of relevant experience, turnover of Rs. 75 million, completion of at least 2 public sector projects within stipulated timelines, and non-blacklisting affidavit. Bidders must be registered with FBR and comply with all legal and technical requirements. The bid security amount is Rs. 250,000 in the form of Pay Order, Banker's Cheque, or Demand Draft.
