Rental Services for Medical Gases (Liquid Medical Oxygen, Compressed Medical Oxygen and Nitrous Oxide) for SICHN Sites

Sindh Institute of Child Health and Neonatology (SICHN), Government of Sindh, Karachi invites eligible bidders for the Framework Contract for Rental Services of Medical Gases including Liquid Medical Oxygen, Compressed Medical Oxygen, and Nitrous Oxide for multiple SICHN sites across Sindh for the fiscal year 2026-27. The procurement is conducted under Rule-46 (1) Single Stage One Envelope Procedure. Items being procured: - Rental Services for Liquid Medical Oxygen Gas (quantities vary by site from 100,000 to 200,000 M3) - Compressed Medical Gas (approx. 1,200 M3 per site) - Oxygen via Cylinder (free of cost) - Nitrous Oxide Gas (quantities vary, some sites 2,500 M3, others 300 M3) - Compressed Air (approx. 300 M3 per site) - CO2 Cylinder (300 M3 at selected sites) The contract covers supply, installation, supervision, and monitoring of medical gas plants including VIE tanks, vaporizers, duplex regulators, alarms, gauges, valves, outlets, pipelines, and flow meters. Services include timely maintenance such as de-icing of vaporizers and round-the-clock gas stock management free of cost. The contract duration is one year, extendable up to three years based on performance. Technical scope requires compliance with BP/USP specifications, CGMP and ISO guidelines, and includes installation of telemetry systems for real-time monitoring with alerts. Bidders must have proven experience with medical gas supply, valid tax registrations, and provide performance certificates from hospitals with 150+ beds. Bid security of 2% of estimated procurement value per lot is mandatory. Bids must be submitted via the EPADS e-procurement portal by 28 October 2026 at 10:30 a.m. Technical and financial proposals are to be submitted together. Bid security and tender fee payment receipts must be attached. The lowest evaluated bidder per lot will be awarded the contract. No negotiations on quoted prices will be entertained. The Executive Director, SICHN reserves the right to accept or reject any or all bids as per SPPRA rules.
