Tender Description
The National Database and Registration Authority (NADRA) RHO Karachi invites bids for the rental space required for the establishment of the NRC Jamshoro. This procurement is specifically for non-consultancy services related to office accommodation in Jamshoro city and its surrounding areas. The department seeks a suitable property that meets detailed specifications to support its operations effectively.
Items being procured:
- Office accommodation in the vicinity of Jamshoro city
- Covered area preferably between 2,000 to 3,500 sq.ft at ground floor
- Hall shaped office with public and staff washrooms
- Independent entrance with wide gate
- Dedicated 3 phase electrical meter/connection (25 to 50 KVA)
- Line water facility with overhead tank and electric water pump
- Ramp for wheelchair access
- Proper space and NOC for installation of direction board, sign board, solar installation, and heavy generator (25 to 50 KVA)
- Availability of rooftop for satellite dish and solar installation
- Proper flooring (marble, tiles), front glass door with shutter gate, false ceiling with electrification
- Proper parking space and public queue space
- Commercial status building preferably
- Installation of fire fighting equipment
- Tenancy for a minimum period of 10 years
- Free access to NADRA staff for service and maintenance of air conditioning and electricity systems
The technical scope requires the property to be in the name of the owner with clear title, or power of attorney if co-owned. The location must be security viable and easily accessible by public transport. The building should have proper drainage, ventilation, and fire safety equipment installed. The property should be relatively new (1 to 10 years old) and have facilities such as washrooms for male and female, ramp access, and proper parking for 10-15 vehicles.
Eligibility criteria include ownership of the building, Pakistani CNIC holder status, no bankruptcy or litigation, agreement to tenancy terms, and registration with FBR, SRB, and active taxpayer status. Bidders must submit a complete set of documents including ownership proof, CNIC copies, NTN/GST certificates, fitness and completion certificates, photographs, utility bills, and undertakings on non-judicial stamp paper.
The bid submission deadline is **Friday, August 28, 2026 11:00 AM** through EPADS v2.0 only. Manual submissions will not be entertained. The technical and financial bids will be opened on the same day at 11:30 AM. The submission address for the original bid security is 29-E, Miran Muhammad Shah Road, MACHS, KDA Scheme 1., Ferozabad Sub-Division, Karachi East, Karachi, Sindh.
A practical tip for bidders is to ensure all mandatory documents are complete and properly attested, especially ownership and utility bills, as these are critical for technical evaluation. Also, registering early on EPADS v2.0 and familiarizing with the e-bidding process will help avoid last-minute issues. The bid security must be submitted in original before the deadline to avoid disqualification.
This tender offers a valuable opportunity for property owners in Jamshoro to engage with a prestigious government agency and secure a long-term tenancy contract with NADRA, backed by a transparent and competitive procurement process.
