Tender Description
The Planning Development Monitoring & Implementation Cell, Culture, Tourism, Antiquities & Archives Department Government of Sindh invites bids for the repair and maintenance of Mehran Arts Council located in Hyderabad. This tender is specifically for contractors registered with Pakistan Engineering Council (PEC) in category C5 and above, with specialization codes CE-01, CE-09, CE-10, EE-02, and EE-04. The project involves comprehensive civil, electrical, and finishing works including scraping and chemical polishing of mosaic and marble flooring, cement plastering, anti-termite treatment, painting with approved brands, fixing marble tiles and granite counters, wooden joinery, and electrical wiring and fittings. The scope also includes repair and maintenance of wooden doors, windows, and air conditioning units.
Eligible bidders must have a minimum of five years experience in similar works, be active taxpayers with valid NTN and Sindh Revenue Board certificates, and possess a valid electrical license. They must also demonstrate financial capability with bank statements and audited financial statements for the last five years. The contractor should own or lease necessary equipment such as concrete mixers, vibrators, generators, and survey equipment. The technical team must include qualified civil and electrical engineers registered with PEC and an architect registered with PCATP.
The tender documents are available for download from the SPPRA EPADS portal from 1st May 2026 to 18th May 2026. Bids must be submitted online via the EPADS system by 18th May 2026 at 12:30 PM, with bid opening on the same day at 1:00 PM at the office of the Executive Engineer, PDM&I Cell, Karachi. Manual bids will not be accepted. A bid security of 5% of the estimated cost amounting to Rs. 2 million must be submitted in the form of call deposit, pay order, demand draft, or bank guarantee valid for 28 days beyond the bid validity period. Tender fee of Rs. 3,000 must also be submitted.
Bidders are advised to carefully prepare their technical and financial proposals, ensuring all mandatory eligibility criteria are met and supporting documents are attached. Each page of the bidding documents must be signed and stamped. Conditional bids will be rejected. It is recommended to visit the site prior to bidding to fully understand the scope and conditions. Timely submission through the EPADS portal is critical as late bids will be rejected. The department emphasizes strict compliance with the Sindh Public Procurement Rules 2010 (amended) and encourages bidders to maintain transparency and integrity throughout the process.
