Tender Description
The Pakistan Meteorological Department, Works Section, Met. H.Q's Camp Office, Karachi, invites sealed bids for the repair and raising of the existing boundary wall at the Met. Complex, Gulistan-e-Johar, Block 5, University Road, Karachi. This procurement is planned for the financial year 2026-27 and will be executed under the Least Cost Based Selection (LCBS) technique using the Single Stage One Envelope method through the EPADS v2.0 e-procurement portal.
Items being procured:
- Dismantling R.C.C. including separating reinforcement from concrete in foundation, basement, plinth and ground floor including stacking and disposal of unserviceable material
- Providing and laying reinforced cement concrete using crushed graded boulders 3/4 inch and down gauge with minimum cube crushing strength of 3000 psi
- Providing and laying hard grade ribbed deformed reinforcement bars (minimum yield point 60,000 psi)
- Providing and laying 1:2:4 cement concrete solid block masonry more than 6 inches thick
- Painting three coats with weather shield paint deluxe (ICI) on plaster surface (external)
- Repainting two coats with weather shield paint (ICI Dulux) on plaster surface (external)
- Providing and fixing angle iron fencing posts embedded in concrete and painting exposed portion with aluminium paint
- Providing and fixing galvanized iron barbed wire fencing (5 wires) to posts
- Providing and laying in situ 1:2:4 cement concrete using crushed graded boulders in foundation, basement and plinth
- Repainting two coats with enamel paint (Robialac) on iron work
- Cement plaster 1:4 on walls and columns in basement, plinth, mezzanine and ground floor
The scope includes repair and raising of the front/east side boundary wall at the Met. Complex Karachi. All works must comply with Pakistan Engineering Council (PEC) building and standard codes, Green Building Code of Pakistan 2023, Rainwater Harvesting provisions, and Occupational Safety and Health Code of Practice for construction sector 2025.
Bidders must be registered on EPADS v2.0 and submit bids electronically by Tuesday, October 20, 2026 at 10:30 AM. Bid security in the form of a Pay Order or bid securing declaration is required. Manual bids will not be accepted. The contract duration is 180 days. The estimated cost is approximately PKR 6.38 million.
Eligibility requires compliance with PEC and FBR registrations. Technical bids will be evaluated for responsiveness and financial bids will be compared under LCBS. The bid validity period is 90 days. Performance guarantee is not required for this contract.
