Repair and Refurbishment of Waste Water Treatment Plant at Heavy Industries Taxila

Heavy Industries Taxila (HIT) invites sealed bids for the Repair and Refurbishment of the Waste Water Treatment Plant located at Taxila Cantt, Punjab. This procurement is for the refurbishment and repair of a critical waste water treatment system used in the chrome plating process of 125 mm tank gun barrels. The plant consists of two units: one for neutralizing acidic/alkaline waste water and another for chromic waste water. Both units are currently unserviceable and require replacement or repair of pumps, valves, regulators, meters, and controls. The successful bidder will also provide a source of chemicals for neutralizing both types of waste water. All spares, accessories, and parts must be sourced locally and the system shall be functional with a warranty of three years. Items being procured: - Repair and refurbishment services for Waste Water Treatment Plant - Replacement/repair of pumps, valves, regulators, meters, and controls - Supply of chemicals for neutralizing acidic/alkaline and chromic waste water - Provision of all spares and accessories from local sources The scope includes ensuring the system meets safety and environmental standards with high efficiency and reliability, minimum downtime, and availability of spares and chemicals in the local market. The delivery period is 2 months after signing the contract, with the destination being the Gun Factory at HIT Taxila. Eligibility criteria require firms to be registered with HIT or other government/semi-government organizations, possess valid NTN and Sales Tax registration, and meet financial and technical evaluation criteria as per DPP&I-35 and MoDP rules. Earnest money in the form of a postal order of Rs 2000/- must be enclosed with the technical bid. Bids will be evaluated on a least cost basis with detailed scoring for performance, technical compliance, and price. The bid submission deadline is 28 September 2026 at 10:30 hours, with bid opening at 11:00 hours the same day at the Supply Chain Management Directorate, HIT Taxila. Bids must be submitted in two sealed envelopes (technical and financial proposals) placed inside one envelope addressed to Lieutenant Colonel Muhammad Shuja Chaudhry, Assistant Director Procurement, SCM Directorate, Gate No 05, Heavy Industries Taxila.
