Request for Proposal for Disbursement of Travel and Daily Allowance to Players and Officials in Merged Areas Sports Events

The Directorate of Sports Merged Areas, under the Sports & Youth Affairs Department of Khyber Pakhtunkhwa, invites e-bids via the e-PADS (e-Pak Acquisition and Disposal System) portal from financial institutions for the disbursement of One Time Travel Allowance / Daily Allowance (TA/DA) to 1963 players and officials of Merged Areas participating in various sports events held in Peshawar. Items being procured: - Holding of Sports Events in Merged Districts ADP #260665 - Talent Grooming of Player in Merged Districts AIP #260663 - Sports Event Under Regular Budget (To Other) This procurement covers the financial services required to facilitate timely and accurate payment of allowances to eligible sports participants. Interested bidders must be registered and licensed by the State Bank of Pakistan for branchless banking and biometric verification-based payment systems. Additionally, bidders must be registered with the Federal Board of Revenue (FBR) and the Khyber Pakhtunkhwa Revenue Authority (KPRA), and must appear on the Active Taxpayer List (ATL) of both authorities. The bid solicitation documents are available for download from the e-PADS portal at https://kp.eprocure.gov.pk and the KP Public Procurement Regulatory Authority (KPPRA) website from the date of publication. Bidders must submit their e-bids via e-PADS along with one original hard copy of the bid to the Directorate office by 11:00 AM on 1st September 2026. The technical bids will be opened on the same day at 11:30 AM. A pre-bid meeting will be held at the Directorate of Sports, Merged Areas, Peshawar Sports Complex, Peshawar Cantt on 21st August 2026 at 2:00 PM. Bid security in the form of demand draft, pay order, or bank guarantee amounting to 2% of the quoted bid price must be submitted digitally with the e-bid and the original submitted by 11:00 AM on 1st September 2026. Bids without proper bid security will be rejected. Bidders should ensure their e-bids remain valid for 90 days from the bid submission deadline. The Directorate reserves the right to cancel the tender process at any stage in accordance with KPPRA rules. Late or incomplete proposals will not be considered.
