Tender Description
The Water and Power Department Gilgit-Baltistan has announced procurement for the restoration and reconstruction of critical infrastructure at the 850 KW HPS Parri Gilgit site. This tender covers two major civil engineering works: the restoration of the forebay access road and the reconstruction of the damaged forebay, wasteway, and power channel. These projects are vital for maintaining the operational efficiency and safety of the hydro power station in Gilgit.
The technical scope includes restoration of the forebay access road with an estimated cost of Rs. 13.499 million and reconstruction of the forebay, wasteway, and power channel estimated at Rs. 18.099 million. The works require specialized knowledge in hydraulic structures, water retaining systems, and flood control systems. Contractors must have relevant PEC registration for the year 2025-2026, specifically in categories CE-04(iv), CE-04(vii), and CE-11(i). Experience in similar projects with at least 80% completion certificates and a minimum 1.5 km approach road work is mandatory.
Bidders must be registered with FBR and ATL and provide earnest money of 2% of the bid value along with a CDR from a scheduled bank. No blacklisting or litigation certificates are required to ensure eligibility. The tender documents can be obtained from the Executive Engineer Civil Engineering Division office in Gilgit upon payment of Rs. 8,000. The submission deadline is 16th July 2026 at 12:00 PM sharp, with bid opening scheduled the same day at 1:00 PM.
A practical tip for bidders is to ensure all mandatory documents, including the no delayed project affidavit and performance guarantees, are complete and countersigned by the Executive Engineer to avoid disqualification. Timely submission and strict adherence to the technical and financial bid requirements will enhance the chances of success in this competitive tender.
