Tender Description
Public Health Engineering (PHE) Division Torghar, Government of Khyber Pakhtunkhwa, invites eligible bidders to participate in e-bidding through the EPADS system for restoration works under the ADP Scheme No.170340 Special Development Package Phase-II in District Torghar. The procurement follows the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KP-PPRA) Rules 2014 using a single stage two envelope procedure.

The scope includes restoration of the water supply scheme, ensuring proper materials and workmanship to improve water availability and quality for the local community. Bidders must be registered with E-pak Acquisition and Disposal System (EPADS), KP-PPRA, Pakistan Engineering Council (PEC) with relevant category and codes, and have active Federal Board of Revenue (FBR) NTN and Sales Tax registration.
The estimated cost of the project is Rs. 1,700,000 with a 2% earnest money of Rs. 38,000 and a non-refundable tender form fee of Rs. 510. Technical and financial bids must be submitted online via EPADS, while original bid security and tender fees must be physically submitted to the office before the deadline.
The last date for bid submission is 10.11.2026 at 12:00 Noon, with technical bids opening at 12:30 PM the same day. Financial bids opening date will be announced after technical evaluation. Bidders must submit affidavits for CDR and tender fees along with technical bids and provide verified experience certificates from the Head of Department of Provincial Government works. PEC Code ME-03 is mandatory.
