Tender Description
The National Highway Authority (NHA) invites bids for routine maintenance works on Motorway M-4, specifically the section from Multan to Pindi Bhattian. This procurement is managed by the Maintenance Region (M-4) office located in Faisalabad, Punjab. The scope covers multiple contracts involving routine maintenance activities such as patching, resurfacing, and upkeep of both the main carriageway and service roads along various chainages of the motorway.
The technical scope includes maintenance of National and Secondary Bituminous Carriageways (NBC & SBC) over stretches ranging from 15 to 30 kilometers per contract. The works involve civil engineering tasks including road repairs, drainage maintenance, and flyover upkeep. Contractors must be registered with the Pakistan Engineering Council (PEC) in Category C-5 or above with specialization in CE-01 and CE-10. Additionally, bidders must be on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR) and have valid Income Tax registration.
Bidding documents are available for free download from the NHA e-bidding website starting July 10, 2026. The deadline for submission of e-bids is July 16, 2026, at 11:00 AM, with technical bids opening at 11:30 AM the same day. Bidders should prepare their Technical and Financial Bids in separate envelopes as per the Single Stage Two Envelopes procedure. The submission address is the NHA Complex, Kamalpur Interchange, Sargodha Road, Faisalabad.
A practical tip for bidders is to ensure timely registration on the PPRA e-procurement system (EPADS) as manual bid submissions will soon be phased out. Also, carefully review the bid documents for addenda and updates on the NHA website to avoid disqualification due to incomplete or incorrect information. Earnest Money and CDR requirements must be strictly followed to maintain eligibility for contract award.
