Tender Description
The Office of the Provincial Election Commissioner, Punjab, Lahore, invites bids for the sale and disposal of waste papers and obsolete polling records. This procurement is specifically for pulp manufacturing firms, paper mills, representatives, or joint ventures duly registered with the Collectorate of Sales Tax and Federal Excise Department. The items being procured include waste paper and polling records pertaining to General Elections 2008 to 2024, Local Government 2021-22, Cantonment Board Elections up to 2021, all subsequent Bye-Elections (except constituencies with court cases), and old Electoral Rolls.

- Waste paper and obsolete election record (approx. 321,520 Kilograms)
The technical scope requires that the waste paper and polling records be used solely for pulp making at the mill or factory. The successful bidder must allow the Auction Committee to visit the mill/factory within one week of the award to verify the pulp making process. The lifting of waste paper/polling record must be completed within six months, with a possible extension of three months in emergencies. The bidder is responsible for all loading, unloading, transportation, and incidental charges. Confidentiality of election material is mandatory, and resale or reproduction is strictly prohibited.
Eligibility criteria include a minimum annual turnover of Rs. 30,000,000 in the last three years, at least three years of relevant experience with supporting work orders, and no blacklisting or default history with any government department. Only pulp making firms or joint ventures with pulp mills are eligible. Earnest Money of 10% of Rs. 2,089,880 in the form of CDR/Pay Order is required. The reserve price is Rs. 20,898,800 at Rs. 65 per kg excluding taxes.
The tender follows a Single Stage One Envelope method under PPRA Rule 36(a). The submission deadline is 10th August 2026 at 11:00 AM at the office of the Provincial Election Commissioner, Punjab, 10-Court Street, Lahore. A pre-bid conference will be held on 3rd August 2026 at 11:00 AM at the same location.
A practical tip for bidders: Ensure all bid documents are complete, including the original bid security and required affidavits, and attend the pre-bid conference to clarify any queries. Timely submission before the deadline is critical as late or incomplete bids will be rejected.
