Procurement for Sangfor Firewall License Renewal and End Point Security Solution

The Pakistan Institute of Development Economics (PIDE) Islamabad Capital Territory is inviting bids for the procurement of Non-Consultancy Services specifically for the renewal of Sangfor Firewall License and provision of an End Point Security Solution. This procurement is planned for the financial year 2026-27 and aims to enhance the cybersecurity infrastructure of the institute. Items being procured: - Sangfor Firewall Renewal including M5300-F-I Premium Bundle with features such as Bandwidth Management, URL Filtering, Application Control, IPS, Email Security, Risk Assessment, Security Visibility, Basic Security Reporter, Engine Zero, Neural-X for 5 years - Sangfor IAG Software & Service M5300-F-I NGAF Software Upgrade with 24x7 Technical Support Services for 5 years - End Point Security Solution NEXT EDR Optimum RFP Compliance for 300 nodes The scope includes supply, installation, and maintenance of the firewall and endpoint security software with detailed technical specifications as per Annex-A. The solution must be on-premises, support seamless integration with security modules without internet connectivity, and provide comprehensive protection against a wide range of cyber threats. Bidders must be authorized partners/resellers with at least 4-5 years of experience and have a head office in Islamabad/Rawalpindi. Eligibility criteria require bidders to be registered with FBR (NTN and Sales Tax), possess relevant experience, and submit valid authorization certificates. Bid security of PKR 200,000 is required for each lot. The procurement will follow the Least Cost Based Selection (LCBS) technique under the Single Stage-One Envelope procedure. Bids must be submitted electronically via EPADS v2.0 by Monday, September 14, 2026 at 11:00 AM. Hard copies of bid security must be delivered to PIDE Quaid-i-Azam University Campus, Islamabad. Technical and financial bids will be opened on the same day at 11:30 AM. Manual bids will not be accepted.
