Tender Description
The Directorate General of Immigration & Passports, Islamabad, is inviting sealed technical and financial proposals for the procurement of advanced forensic equipment to enhance its document examination and authentication capabilities. This procurement is aimed at establishing a centralized system for the detection, examination, and analysis of forged and tampered travel documents, supporting both the headquarters and 8 zonal offices across Pakistan.

- Automated Security Documents Verification Systems (Qty: 08)
- Complete Solution of Video Spectral Comparator Machine for Forensic Analysis along with ID/Passport Document and Database Software (Qty: 01)
- Portable Handheld Digital Security Document Verification Tablets (Qty: 02)
- Ultra-high Resolution Security Documents Imaging System (Qty: 01)
- Digital Microscope (Compatible with Video Spectral Comparator) (Qty: 01)
The technical scope includes supply, installation, integration, and testing of the above equipment at the Directorate General, I&P, Headquarters, G-8/1, Islamabad, and 8 zonal offices. All equipment must be new, fully operational, and compliant with the detailed technical specifications provided in the tender document. The successful bidder will also be responsible for providing training, warranty services, and after-sales support for at least one year.
Eligibility criteria require bidders to be NTN/ATL/GST registered, with at least five years of relevant experience, membership of the Chamber of Commerce, and proof of supply/installation of similar forensic equipment to government or semi-government bodies. A bid security of Rs. 8,992,000 (Lot 1: Rs. 8,925,000; Lot 2: Rs. 67,000) in the form of a Pay Order, Demand Draft, or Bank Guarantee in favor of DGIP must accompany the financial proposal. Bids must be submitted in separate sealed envelopes for technical and financial proposals, clearly marked as per instructions.
The deadline for submission is 14-09-2026 at 03:00 PM, with technical proposals to be opened the same day at 03:30 PM in the Conference Room of DGIP. All proposals must be submitted at the office of the Director (NW/Logistics), Directorate General Immigration & Passport, Mauve Area, Sector G-8/1, Islamabad.
