Hiring of Services of Clearing and Forwarding Agent for Pakistan Security Printing Corporation Karachi

The Pakistan Security Printing Corporation (Pvt.) Ltd. (PSPC) invites qualified and experienced bidders for the hiring of services of a Clearing and Forwarding Agent based in Karachi. This procurement is for the financial year 2026-27 and aims to engage a competent agent to handle customs clearance, transportation, and related logistics for PSPC's import and export consignments. The scope includes clearance at seaports, airports, and dry ports, delivery to PSPC premises in Karachi and Faisalabad, and handling special consignments as per PSPC instructions. Items being procured: - Customs clearance of import/export consignments - Handling of security nature papers, machinery, spares, chemicals, and consumables - Collection and preparation of documents from customs, airlines, freight forwarders - Classification of goods under HS codes and ensuring correct duty assessment - Payment of customs duties, taxes, and other charges - Arranging inspections, weighing, sampling, and obtaining necessary approvals - Transportation and cartage including vehicles with valid documentation and escort for security consignments - Unloading consignments at PSPC premises and upcountry warehouses - Submission of delivery notes and coordination with PSPC logistics The agent must clear air consignments within 2 days and sea consignments within 3 days after receipt of documents and pay orders. Delays due to agent negligence will result in demurrage charges borne by the agent. The agent is responsible for all formalities including amendments, re-exports, and insurance claims. Transportation rates must be quoted for various vehicle types and routes, valid for one year from award date. Eligibility criteria include a valid Customs Clearing Agent License, registration with FBR and ATL status, minimum 5 years' experience, at least 3 verifiable contracts with public or large corporate clients, operational offices in Karachi (mandatory) and preferably other locations, and no blacklisting.
