Hiring of Security Services for Karachi Export Processing Zone

The Export Processing Zones Authority Ministry of Industries and Production Karachi invites bids for hiring of security services specifically for the Karachi Export Processing Zone. This procurement is aimed at engaging a qualified security firm to provide armed security guards and related services to ensure safety and protection of EPZA assets and personnel. The scope includes provision of licensed shot guns, rifles, pistols, and revolvers in good working condition. The security company must supply complete uniforms including badges, caps, shoes, and jackets for cold weather. Heavy duty torches, hand detectors, and other safety equipment will be provided at cash counters. The contract requires deployment of 40 armed guards with shifts covering 24 hours. The firm must also provide security consultancy services free of cost as part of the contract. Eligibility criteria include valid licenses to operate in Sindh, Khyber Pakhtunkhwa, and Punjab, registration with PTA for wireless frequency, membership of All Pakistan Security Agencies' Association, and active registration with FBR and relevant tax authorities. Firms must have experience in providing security services to high rise buildings and demonstrate financial stability with annual turnover preferably over PKR 100 million. Submission of earnest money in the form of 2% bid security is mandatory. Bids must be submitted through EPADs portal by 18 May 2026 at 11:00 AM. Technical bids will be opened the same day at 11:30 AM at EPZA Head Office, Landhi Industrial Area Extension Mehran Highway Karachi. The contract period is one year with possible extensions. Payment will be made monthly after satisfactory service delivery. The successful bidder must ensure compliance with minimum wages and provide insurance coverage of PKR 500,000 in favor of EPZA. A practical tip for bidders is to ensure all required documents including licenses, NTN, tax registration, and proof of experience are complete and properly attested. Non-compliance or incomplete bids will be rejected. Timely submission through EPADs and adherence to the technical evaluation criteria scoring at least 70 marks is crucial for financial bid opening.
