Hiring of Security Services for Karachi Export Processing Zone

The Export Processing Zones Authority Ministry of Industries and Production invites bids for the hiring of security services specifically for the Karachi Export Processing Zone. This procurement is aimed at engaging a qualified security company to provide armed security guards and related services at the EPZA premises in Karachi. The scope includes provision of licensed shot guns, rifles, pistols, complete uniforms with badges and cold weather jackets, heavy duty torches, hand detectors, and other safety equipment. The security company must also provide security consultancy services free of cost as part of the contract. The contract duration is one year with possible extensions based on performance. The technical scope requires the security firm to deploy 40 armed guards with proper licenses and uniforms. Guards must be between 20 and 40 years old and at least matriculate. The company must ensure payment of minimum wages as per government rules and deposit salaries into individual bank accounts. The firm is responsible for any damage or theft and must maintain a 24/7 control room and emergency response mechanism. The contract includes quarterly rotation of guards and submission of weekly duty inspection reports. Eligibility criteria include registration with FBR and relevant tax authorities, active taxpayer status, licenses to operate in Sindh, Khyber Pakhtunkhwa, and Punjab, membership in All Pakistan Security Agencies Association, and valid registrations with EOBI and social security. Firms must not be blacklisted and should have experience providing security services in high-rise buildings. The technical bid must score at least 70 marks to qualify for financial bid opening. The deadline for bid submission is 18 May 2026 by 11:00 AM at the EPZA Head Office, Landhi Industrial Area Extension Mehran Highway, Karachi. Bids must be submitted through EPADs portal. The bid security is 2% of the quoted price in the form of pay order or bank draft in favor of EPZA. The contract will be awarded based on quality and cost criteria under PPRA rules. A practical tip for bidders is to ensure all required documents including licenses, tax registrations, and undertakings on stamp paper are complete and properly attested.
