Tender Description
Pakistan Post, under the administrative control of the Ministry of Communications, is procuring security services for its General Post Offices, Head and Sub Post Offices across the Central Punjab Circle Lahore. This includes districts such as Lahore, Kasur, Okara, Sialkot, Gujranwala, Hafizabad, Narowal, Faisalabad, Jhang, Chiniot, Toba Tek Singh, Sheikhupura, and Nankana. The contract is for one year with a possibility of extension based on performance. The scope involves deployment of 134 security guards at various post office locations, ensuring 24/7 security coverage with guards working 8-hour shifts. Guards must be equipped with metal detectors, vehicle scanning mirrors, and firearms with valid licenses. The service provider must maintain a minimum ratio of 30% ex-army personnel and 70% trained civilian guards, all within specified age limits and possessing required training certificates and police verification. The contractor is responsible for all payments, including salaries, social security, and EOBI contributions, and must provide verifiable payment mechanisms. Eligibility requires at least five years of relevant experience, active taxpayer status on FBR's ATL, valid security licenses, and offices in multiple cities within the province. Earnest money of Rs.100,000 in the form of a Security Deposit Receipt is mandatory. Bids must be submitted in sealed envelopes using the single stage two envelope procedure by the closing date. The technical bid must include detailed documentation such as tax certificates, experience letters, and affidavits of non-blacklisting and financial soundness. The financial bid should be submitted separately. The department emphasizes strict compliance with labor laws and minimum wage regulations. The submission deadline and address will be provided in the tender documents. A practical tip for bidders is to ensure all required documents are complete and properly attested to avoid disqualification in the technical evaluation phase. Attention to detail in the submission process and timely uploading on the EPADS portal is crucial for successful participation.
