Provision of Security Services for PEMRA Headquarters and Regional Offices

The Pakistan Electronic Media Regulatory Authority (PEMRA) invites bids for the provision of professional security services at its Headquarters in Islamabad and Regional Offices across Pakistan. This procurement covers deployment of 36 trained and armed Security Guards and 1 Security Supervisor to provide continuous 24/7 security coverage, including weekends and public holidays, ensuring no security post is left unattended. The locations include PEMRA Headquarters, Islamabad, and Regional Offices in Lahore, Karachi, Hyderabad, Sukkur, Multan, Gujranwala, Sargodha, and Faisalabad. Items being procured: - 12 Security Guards and 1 Supervisor at PEMRA Headquarters, Islamabad - 3 Security Guards each at Lahore, Karachi, Hyderabad, Sukkur, Multan, Gujranwala, Sargodha, and Faisalabad Regional Offices The scope includes controlling unauthorized access, visitor screening, patrols, incident reporting, maintaining attendance and duty rosters, and ensuring all guards are properly vetted, trained, and licensed. Guards must wear prescribed uniforms and carry licensed weapons where applicable. The contractor is responsible for providing relief personnel for rest days, leave, and replacements at no extra cost. The contract period is initially one year, extendable up to two additional years based on performance and availability of funds. Eligibility criteria require valid registration, security licenses, NTN, ATL status, minimum three years of relevant experience, financial capacity with minimum annual turnover of PKR 25,100,000, and compliance with statutory obligations. Preference is given to ex-Pakistan Army personnel. Bids must be submitted electronically via EPADS v2.0 by the deadline. Bid security of 5% and performance guarantee of 10% of contract price are mandatory. Bidders should carefully prepare technical and financial proposals following the Single Stage-Two Envelope procedure. The evaluation will be based on technical merit and least cost selection.
