Tender Description
Cyber Security for Digital Pakistan / nCERT, based in Islamabad Capital Territory, is procuring comprehensive event management services for two major national events: a Hackathon Bootcamp and a National Bug Bounty Competition. These events aim to engage students, professionals, and ethical hackers from across Pakistan to strengthen the national cyber-security ecosystem.
The scope includes turnkey event management covering participant registration, technical coordination, live leaderboard management, branding, marketing collateral, venue setup, catering, media coverage, and prize distribution ceremonies. The Hackathon Bootcamp will host 50β70 participants at a venue like Serena Hotel Islamabad, while the Bug Bounty Competition will accommodate 100β150 participants over two days. Both events require high-speed internet, sound systems, stage dΓ©cor, and professional event staff.
Eligible bidders must be registered firms with valid NTN, GST, and FTN certificates, listed on FBR's Active Taxpayer List (ATL), and demonstrate prior experience managing large-scale events. A Bid Security of PKR 1 million is mandatory. Technical proposals will be evaluated on firm profile, relevant experience, creative work, and execution plans, with a minimum qualifying score of 60%. Financial proposals will be opened only for technically qualified bidders.
The tender was published on 1st May 2026, with a submission deadline on 18th May 2026 at 11:30 AM. Bids must be submitted electronically via PPRA e-PADS v2.0, and original bid security instruments delivered before closing time. The submission address is Project Director, Cyber Security for Digital Pakistan / nCERT, Block-L, Pak Secretariat, Islamabad.
A practical tip for bidders is to ensure timely registration on the EPADS platform and to prepare a detailed technical proposal highlighting previous event management experience and creative designs, as these are critical for passing the technical evaluation. Also, strictly follow the single stage-single envelope procedure and submit all mandatory documents to avoid disqualification.
