Services for Construction Management at PSO Locations - Central Region and North Region

Pakistan State Oil Company Limited (PSO) invites quotations for Services for Construction Management at various PSO locations in the Central and North Regions, specifically at PSO House, Karachi. The scope involves managing construction and rehabilitation projects related to tank and pipeline works. The projects include miscellaneous civil works such as construction and repair of foundations and pipeline supports, mechanical works for tank bottom, shell, roof, structure, piping, repair and replacement of pipeline coating, surface preparation and painting, and testing of construction and rehabilitation works. Items being procured: - Services for Construction Management - Site Engineer (Mechanical) for Central Region: 300 days - Site Engineer (Mechanical) for North Region: 360 days The Construction Management Firm will monitor and supervise contracts on behalf of PSO, ensuring safety, quality, and timely completion. Responsibilities include coordination with PSO and contractors, daily progress reporting, participation in progress meetings, quality control, technical liaison, preparation of periodic progress reports, and ensuring compliance with PSO HSE policies. Site Engineer duties cover supervision of construction activities, quality control, witnessing factory tests, inspection of materials and workmanship, supervision of welding and non-destructive testing, and HSE monitoring. Eligibility requires Site Engineers with minimum 5 years experience or B-Tech holders with 8 years in relevant fields. Vendors must provide PPEs, submit CVs for approval, and ensure no third-party NDT/NDE/PMC services are provided to contractors. The service includes provision of computer/laptop and workstation at site. The contract is subject to PSO terms including labor law compliance, indemnity clauses, and termination rights.
