Tender Description
The Pakistan Security Printing Corporation (Pvt.) Ltd (PSPC), located in Karachi, Sindh, is procuring specialized services for the incineration of waste inks in compliance with SEPA approved Standard Operating Procedures (SOP). This procurement is specific to the disposal of approximately 20,000 kg of waste ink, requiring the vendor to provide trucks, labor, tools, and equipment for loading, unloading, weighing, transportation, and incineration at a designated site. The process includes supervised weighing at PSPC's Malir Halt site, secure movement with gate pass approval, and incineration under committee supervision, culminating in the issuance of a destruction certificate.
The technical scope demands strict adherence to environmental and safety standards, including ISO and SEPA guidelines. The vendor must ensure compliance with all health, safety, and environmental (HSE) laws and PSPC's internal HSE requirements. The contract includes delivery, installation, operational acceptance, training, documentation, and factory and site acceptance tests as per the Bill of Quantities (BOQ) and technical specifications.
Eligible bidders must be reputable manufacturers, contractors, or suppliers registered with tax authorities and active taxpayers. They must not be blacklisted or under any declaration of ineligibility for corrupt or fraudulent practices. Bidders and their deputed staff must submit undertakings to comply with PSPC's Code of Conduct and HSE policies. Notably, any personnel currently or previously deputed on PSPC assignments within the last five years are barred from participation for three years.
The tender follows the Single Stage One Envelope Procedure with a fixed earnest money of Rs. 24,000/- payable via pay order, demand draft, or unconditional bank guarantee. Bids must be submitted electronically via EPADS by **Thursday, April 27, 2026, at 11:00 AM**. The original bid security must be received before the deadline to avoid rejection. Bids will be publicly opened on the same day at 11:30 AM.
A practical tip for bidders: ensure timely submission of the original bid security document to the PSPC Purchase Department at Jinnah Avenue, Malir Halt, Karachi, as failure to do so will result in immediate bid rejection. Also, carefully review and comply with all technical specifications and SOPs to avoid disqualification. This tender offers a valuable opportunity for qualified suppliers to engage with a prestigious government entity under clear and transparent procurement rules.
