Outsourcing of Solid Waste Management Services for Tehsil Faisalabad Urban-II Areas

Lahore Waste Management Company (LWMC) on behalf of Suthra Punjab Authority invites unconditional bids from eligible bidders or joint ventures for outsourcing solid waste management services along with available resources for Tehsil Faisalabad Urban-II areas. The contract period is four years, extendable by another two years. Bidding will be conducted online through the Punjab e-Procurement System under Rule 38 (2)(a) using a Single Stage–Two Envelope bidding procedure with least cost selection method. Items being procured: - Outsourcing of Solid Waste Management Services (along with available resources) for Tehsil Faisalabad Urban-II Areas The scope includes comprehensive solid waste management services covering collection, transportation, and disposal within the specified urban area. Bidders must comply with all technical and financial requirements as per the bidding documents available on the PPRA Punjab and Punjab e-Procurement websites. The estimated cost for the four-year contract is Rs. 7,239.91 million with a bid security of Rs. 72.40 million in the form of CDR, BG, DD, PO, or BC. Eligibility criteria include registration with FBR and ATL, relevant experience, and submission of earnest money as specified. The pre-bid meeting is scheduled for September 17, 2026, at 1100 hours. Completed bids must be submitted online via the Punjab e-Procurement System by 1400 hours on or before September 30, 2026. Technical bids will be opened the same day at 1430 hours in the presence of bidders or their representatives. Bidders are advised to carefully review the bidding documents and ensure timely submission through the e-Procurement portal.
