Tender Description
The Pakistan Land Port Authority (PLPA) based in Islamabad Capital Territory is procuring comprehensive Software and Cloud Services for its Integrated Nerve Center System. This system aims to centralize monitoring, coordination, and management of land port operations across Pakistan, enhancing real-time monitoring, trade facilitation, and inter-agency coordination. The technical scope includes requirement analysis, preparation of business and system requirement documents, architecture design, and development of modules such as real-time cargo and passenger monitoring, KPI and SLA monitoring, alerts and incident management, AI-based analytics, and billing. The project also requires secure API-based integration, cybersecurity compliance, role-based access control, audit logging, and extensive testing including UAT and performance testing. The cloud services component involves provisioning and configuring virtual servers with scalable compute and storage resources, secure network connectivity including VPN, cybersecurity controls, backup and disaster recovery mechanisms, and 24/7 monitoring and support. Eligible bidders must be registered with FBR, SECP, and other relevant authorities, demonstrate experience in software development and cloud infrastructure, and comply with cybersecurity standards. The procurement follows the Public Procurement Rules 2004 using a Single Stage-One Envelope procedure with Least Cost Based Selection. The submission deadline is Tuesday, June 9, 2026 at 09:00 AM via EPADS v2.0, with bid security required in the form of Pay Order or Banker's Cheque. Bidders are advised to carefully prepare their technical and financial proposals, ensuring all required documents and bid security are included to avoid disqualification. A practical tip for bidders is to register early on the EPADS v2.0 platform and review the detailed terms and conditions available there to ensure compliance and timely submission. This tender offers a significant opportunity to contribute to a national digital transformation initiative with a focus on secure, scalable, and integrated land port operations.
