SPHF Data Cleaning, Cloning and Indexing Services

Sindh People's Housing for Flood Affectees (SPHF) invites sealed bids from eligible and reputable firms for the provision of data cleaning, cloning, and indexing services for the SPHF Data Center. The scope of work is part of the Sindh Flood Emergency Housing Reconstruction Project (SFEHRP) and aims to ensure the integrity, accuracy, and accessibility of SPHF's critical data assets. The procurement is being conducted under the National Competitive Bidding (NCB) procedure, and all interested bidders must comply with the requirements set forth in the bidding documents. Items being procured: - Data cleaning services for SPHF Data Center - Data cloning and backup solutions - Indexing and cataloguing of digital records The technical scope includes comprehensive data verification, removal of duplicates, error correction, secure cloning of datasets, and systematic indexing to facilitate efficient retrieval and reporting. The services are to be delivered at the SPHF Data Center in Karachi, with all work conforming to international best practices for data management and security. Eligible bidders must be registered with FBR and appear on the Active Taxpayers List (ATL). Firms should demonstrate relevant experience in large-scale data management projects and provide evidence of similar assignments completed in the last five years. An earnest money of PKR 100,000 in the form of a pay order or CDR in favor of SPHF is required with the bid submission. Bids must be submitted electronically through the Sindh e-Procurement Automation & Documentation System (EPADS) at www.sphf.gos.pk or https://ppms.sindh.gov.pk/#/ by 12:00 PM on 5th October 2026. Late submissions will not be entertained. Manual submissions are also accepted as per the instructions in the bidding documents. The opening of bids will take place on the same day at 12:30 PM in the presence of bidders' representatives.
