Solid Waste Management Services at Walton Cantonment Board Lahore

The Military Lands & Cantonments Department Walton Cantonment Board Lahore invites proposals/bids through EPADS 2.0 from experienced contractors/firms with a minimum of three years proven experience in providing solid waste management services. The contract is for the provision of solid waste management services within the jurisdiction of Walton Cantonment Board, Lahore. Items being procured: - Collection, transportation and safe disposal of municipal solid waste at WCB-approved/authorized disposal locations - Cleaning of roads, nullahs, open areas and removal of horticulture waste, dead animals, debris and other municipal waste - Maintenance and cleanliness of designated rubbish/waste collection points - Complaint registration, response and resolution services per prescribed KPIs and response time - Provision of required equipment, machinery, vehicles, fuel, manpower, tools, accessories, PPE and other operational resources The contract period is three years, extendable by mutual consent. The scope covers multiple sectors including DHA Phase I, II, III, IV, V, Nishat Colony, Cavalry Ground, R.A Bazar, Main Walton Road, Madina Colony, and others with detailed sector-wise data on units, road length, rubbish points, estimated monthly cost, and bid security requirements. Bidders must submit bids electronically through EPADS 2.0 under the Single Stage-Two Envelope procedure. Technical and financial proposals must be submitted separately and opened electronically on the same day. Bid security in the form of Call Deposit Receipt (CDR) at 2% of the annual bid amount is required for each sector. Vehicles provided must be 2021 model or above. Attested vehicle registration documents must be uploaded. The procurement will be conducted through Quality and Cost Based Selection (QCBS) using EPADS 2.0 in accordance with PPRA rules. The contract is output-based with performance-based service model and KPIs. No materials, tools, labor, or plants will be supplied by WCB. Blacklisted bidders are not eligible. The submission deadline is 18 September 2026 by 03:00 PM at the Walton Cantonment Board office, Ahmed Bukhsh Road, R.A Bazar, Lahore.
