Tender Description
The Pakistan Telecom Authority (PTA) Islamabad invites sealed bids from eligible bidders for the procurement of a SPAM protection device with licenses for PTA employees. This procurement is planned for the financial year 2026-27 and aims to enhance the Authority's email security infrastructure.
Items being procured:
- SPAM protection device with licenses for PTA employees (quantity: 1)
The device must include licenses with energizer updates for three years, hardware warranty with instant replacement for three years, and 24x7 manufacturer support without additional charges. Both onsite and remote support for three years must be provided. The solution should support a minimum of 500 independently protected email domains without requiring multiple appliances. The appliance must be rack-mountable for standard enterprise data-center racks and include integrated Email Continuity capability with a minimum of 96 hours of continuous spooling/retention.
Eligible bidders must have a minimum of five years of mandatory experience in Pakistan, maintain sales and service centers in Islamabad/Rawalpindi, and have technical engineers available locally for onsite support. Bidders must provide manufacturer authorization letters and submit a bid securing declaration. The procurement will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform, and manual bid submissions will not be entertained.
The deadline for bid submission is Monday, November 23, 2026, at 11:00 AM, with bid opening at 11:30 AM on the same day via EPADS v2.0. Bidders are advised to register on EPADS v2.0 and review all bidding documents carefully. The evaluation will be based on Least Cost Based Selection (LCBS) technique.
Bidders should ensure compliance with all eligibility criteria and submit all required documents electronically. The bid security must be submitted physically to PTA HQs F-5/1, Islamabad before the bid submission deadline. One practical tip for bidders is to ensure timely registration and familiarization with the EPADS v2.0 platform to avoid disqualification due to technical submission errors.
This procurement offers a significant opportunity for qualified suppliers to contribute to the cybersecurity infrastructure of a key federal authority in Islamabad.
