Tender Description
Pakhtunkhwa Highways Authority (PKHA) invites e-Bids from eligible firms and contractors registered with KPPRA, Khyber Pakhtunkhwa Revenue Authority (KPPRA), and Pakistan Engineering Council (PEC) in relevant categories for special repair and maintenance works on various highway sections in Khyber Pakhtunkhwa. The procurement follows the Single Stage One Envelope procedure on the EPAD System.
Items being procured:
- Package No. 35/DIR-II/2025-26: Special Repair / AOM & R to P/H-Way S-12, Mansehra - Oghi - Shergarh Section (38 KM)
- Package No. 36/DIR-II/2025-26: Special Repair / AOM & R to P/H-Way S-12, Shergarh - Darband - Chapper - Chandoor Section (57 KM)
- Package No. 41/DIR-II/2024-25: Special Repair / AOM&R to P/H-Way (S-5) Rupper - Goragali Section (25 KM)
- Package No. 42/DIR-II/2025-26: Special Repair / AOM & R to P/H-Way S-12-D, Thakot - Darband Road, Mansehra Section KM 70-85 (15 KM)
- Package No. 47/DIR-II/2025-26: Special Repair / AOM&R to P-H/Way S-5, Subhead: Debris / Slides Removal on P-H/Way (S-5) Maqsood Jabri Kohal Rupper Section 35 KM District Haripur
These works involve special repair, routine maintenance, and debris removal on key highway sections, ensuring road safety and operational efficiency. Bidders must be registered with PEC in categories C-5 and above or C-6 and above as specified per package. Bid security and tender entry fees are required in the form of Call Deposit Receipts (CDR). Bidders must submit bids electronically via the EPAD system and also submit original CDRs and registration documents to the Deputy Director (Procurement) at the PKHA office in Peshawar.
The deadline for bid submission is 31 August 2026 at 1200 hours. Bidders quoting more than 10% below the engineer's estimate must provide additional security. The successful bidder with a bid amount of Rs. 20 million or more must deposit performance security within 14 days of the Letter of Acceptance. The PKHA reserves the right to reject any or all bids.
A practical tip for bidders: Ensure your PEC registration category matches the package requirements and submit all original documents timely to avoid disqualification. Also, carefully review the detailed rate analysis requirements for bids below 20% of the engineer's estimate to avoid being declared non-responsive.
