Tender Description
This tender invites qualified firms to supply Spinnakar 470 V-2-0.75 sails specifically designed for the 470 sailing boats used by the Pakistan Navy in Islamabad. The Directorate of Procurement (Navy) requires these OEM-certified sails to meet stringent quality and performance standards, ensuring operational readiness and safety for naval sailing activities.
The procurement involves supplying 12 units of the white Spinnakar sails, sourced directly from the OEM or authorized dealers. The technical specifications demand full compliance with OEM standards, including valid Certificates of Conformity and warranty forms. The delivery period is set at six months, with payment terms split between shipment and issuance of CRV. The procurement process follows a single stage, two envelopes bidding procedure, emphasizing technical and commercial offer segregation.
Bidders must be registered with DGDP and appear on the Active Taxpayers List (ATL) of FBR for the fiscal year 2025-26. The tender mandates submission of earnest money via Call Deposit Receipt (CDR) with specified ceilings based on firm registration status. Firms should ensure compliance with PEC categories relevant to their business and maintain valid NTN and sales tax registration certificates. Non-compliance with these requirements will lead to disqualification.

Offers must be submitted in sealed envelopes to the Directorate of Procurement (Navy) office located at Bahria Gate, Near SNIDS Centre, Naval Residential Complex, E-8, Islamabad. Late submissions will not be entertained under any circumstances.
