Tender Description
This tender invites qualified contractors to execute the design, manufacture, supply, installation, testing, and commissioning of a ±70 MVAr STATCOM system at the 132kV Grid Station Pasni, Balochistan. Issued by the Quetta Electric Supply Company (QESCO), the project focuses on enhancing grid stability in the Mekran region through a turnkey EPC contract. The scope includes modular multi-level converter (MMC) STATCOM technology, associated civil works for flood-resilient control house buildings, and allied infrastructure such as transformers, cooling systems, and telecommunication links.
The contractor must deliver a fully integrated solution including containerized or permanent civil structures, control and protection panels, battery and diesel generator rooms, and comprehensive operation and maintenance (O&M) services for a minimum two-year period post-commissioning. The project demands adherence to international standards such as IEC and IEEE, with detailed system studies, harmonic and dynamic performance verification, and provision of simulation models (PSSE, PSCAD, Power Factory) for independent validation. The contractor is responsible for intensive capacity building, including overseas factory training and on-site shadow-operator programs to ensure QESCO staff technical self-sufficiency.
Compliance with Pakistan Engineering Council (PEC) Category C-A or C-B with specialization EE-05 is mandatory, alongside registration on the EPAD portal and submission of bid security amounting to PKR 55 million. The contractor must maintain a minimum annual forced outage availability of 99.7% and scheduled outage availability of 99.0%, with liquidated damages applicable for non-compliance. The contract includes a performance-linked defects liability period with provisions for warranty extension based on availability benchmarks and recurring faults.
Bids must be submitted electronically via the EPAD portal by the closing date, with original bid security instruments delivered physically to the Project Director QESCO office in Quetta. Technical bids will be evaluated on a weighted combined score (80% technical, 20% financial), with a minimum technical score of 70% required for financial bid opening. The submission deadline and bid opening times are strictly enforced, with no late bids accepted.
