Tender Description
The Special Branch Police Canine Unit in Peshawar, Khyber Pakhtunkhwa, invites sealed tenders for the supply of Commercial Dog Food for the financial year 2026-27. This procurement is conducted under the Khyber Pakhtunkhwa Public Procurement of Goods, Works & Service Rules 2014 using the Single Stage Two Envelope system through the E-PADS e-procurement portal.

The tender requires bidders to be registered with Income Tax and Sales Tax Departments and have previous experience supplying dog food. The procurement includes a bid security of 2% of the total annual procurement value (approximately Rs. 8 Million) as earnest money, payable via call deposit. Technical proposals will be opened on 20.10.2026 at 11:30 hours in the Conference Room of Special Branch Peshawar.
Eligibility criteria include being on the Active Taxpayers List (ATL) of FBR, financial soundness, and submission of a sample dog food with the technical proposal. The supplier must provide documentary proof of firm status, bank statements, and audit reports. The dog food supply will be made as per requirement for the year, with rates valid until 30.06.2027. Payment will be made after receipt and acceptance of goods. Rejected dog food must be collected by the supplier within seven days at their own risk and cost.
Bidders should note that acceptance of new local or foreign dog food products is subject to a two-week feeding trial. A security deposit of 10% of the total supply order is required upon acceptance, along with signing an agreement on judicial stamp papers within 10 days. Only one sample per tender is allowed, and laboratory test costs are borne by the bidder. The procuring entity reserves the right to reject any or all bids under Rules 47(1) of KPPRA-2014.
