Tender Description
The Inspector General of Sindh Prisons and Corrections Service Karachi invites bids for the supply of cooked food to the inmates of District Prison and Correctional Facility Dadu for the fiscal year 2026-2027. This procurement is specific to the Sindh Prisons department located in Dadu city. The contract covers the preparation and delivery of three meals daily including breakfast, mid-day, and evening meals, strictly following the detailed fortnightly diet menu and scale provided in the tender documents. Special diets during Ramadan and on national and cultural occasions such as Eid-ul-Fitr, Eid-ul-Azha, Pakistan Day, Independence Day, and Sindh Cultural Day are also included.
The technical scope requires bidders to provide high-quality food items as per specifications including fortified atta, cooking oil, tea leaves, UHT milk, fresh vegetables, meat, and other dietary articles. The cooking must be done hygienically within the prison kitchen premises, with proper supervision and medical checks for kitchen staff. The contractor is responsible for all utilities including gas, water, and electricity, and must maintain adequate stock levels of raw materials. The contract period is from 01 July 2026 to 30 June 2027.
Eligibility criteria include valid registration with FBR, Sindh Revenue Board, Sindh Food Authority, and active GST certificates. Bidders must have a minimum of three years catering experience, particularly in cooked food supply, and demonstrate financial soundness through bank statements and tax deduction certificates. A bid security of Rs. 2,200,000 in the form of pay order, demand draft, bank guarantee, or CDR is mandatory. The technical proposal must include all required documents and achieve a minimum of 70 marks to qualify for financial bid opening.
The tender submission deadline is 09 June 2026 at 09:30 AM via the SPPRA E-Pak Acquisition & Disposal System (E-PADS) website. Original bid security and affidavit must be submitted physically to the Inspector General of Sindh Prisons office in Karachi before the deadline. Bidders are advised to verify their bid status on the E-PADS portal to avoid disqualification. The financial bids of technically qualified bidders will be opened electronically on the same day at 10:00 AM.
