Tender Description
The Inspector General of Sindh Prisons & Corrections Service Karachi invites bids for the supply of cooked food to the inmates of District Prison & Correctional Facility Ghotki for the fiscal year 2026-2027. This procurement is specific to the Sindh Prisons department located in Ghotki city. The contract covers the provision of three meals daily including breakfast, mid-day, and evening meals, strictly adhering to the detailed fortnightly diet menu and scale provided in the tender documents. Special diets during Ramadan and on designated special occasions such as Eid-ul-Fitr, Eid-ul-Azha, Pakistan Day, Independence Day, and Sindh Cultural Day are also included.
The technical scope requires bidders to supply fresh, hygienic, and standardized cooked food prepared in prison kitchens with proper utensils and equipment. The contractor must ensure quality control, including medical examination of kitchen staff, maintenance of hygienic conditions, and compliance with Sindh Food Authority regulations. The supply includes specific dietary articles such as fortified atta, cooking oil, fresh vegetables, meat, and dairy products as per specifications.
Eligibility criteria include valid registration with FBR, Sindh Revenue Board, Sindh Food Authority, and active GST status. Bidders must have a minimum of three years catering experience, particularly in cooked food supply, and demonstrate financial soundness through bank statements and tax deductions. Submission of earnest money (bid security) amounting to Rs. 2,230,000 in the form of pay order, demand draft, bank guarantee, or CDR is mandatory.
The tender follows a Single Stage Two Envelope Procedure with separate technical and financial proposals submitted electronically via the SPPRA E-Pads system. The deadline for submission is 2026-06-09 at 09:30 AM, with technical bids opening at 10:00 AM the same day. The original bid security and affidavit must be submitted physically to the Inspector General of Sindh Prisons office in Karachi before the deadline.
A practical tip for bidders is to ensure all mandatory documents are complete, attested, and uploaded correctly on the E-Pads portal to avoid disqualification. Verifying the inclusion of submissions in the bid opening list is crucial to prevent misunderstandings regarding bid acceptance. Bidders should also prepare for security clearance processes and maintain compliance with labor laws and food safety standards throughout the contract period.
