Supply of Cooked Food to Inmates of District Prison & Correctional Facility Malir Karachi for 2026-2027

The Sindh Prisons & Corrections Service Karachi is procuring cooked food supply services for inmates of District Prison & Correctional Facility Malir Karachi for the fiscal year 2026-2027. This procurement covers the preparation and delivery of three meals daily including breakfast, mid-day, and evening meals, strictly following the prescribed fortnightly diet menu and scale. Special diets are also required during Ramadan and on designated special occasions such as Eid-ul-Fitr, Eid-ul-Azha, Pakistan Day, Independence Day, and Sindh Cultural Day. The scope includes supply of all raw materials, cooking on-site within the prison kitchen, and ensuring hygienic and quality standards as per Sindh Food Authority regulations. The contractor must maintain stocks of dietary items, arrange for professional skilled cooks trained by Sindh Food Authority or Pakistan Institute of Tourism and Hotel Management, and comply with all labor and safety laws. The contract also mandates security clearances for contractor staff and strict supervision by prison officials and medical officers. Eligible bidders must have at least three years of catering experience in Zone-B prisons, valid registrations with FBR, Sindh Revenue Board, Sindh Food Authority, and active GST status. Submission requires earnest money of Rs. 315,000,000 in the form of pay order, demand draft, bank guarantee, or CDR. Technical and financial proposals must be submitted separately through the SPPRA E-Pak Acquisition & Disposal System (E-PADS) by the deadline of 09 June 2026 at 09:30 AM. The technical bid will be evaluated first, and only bidders scoring at least 70 marks will have their financial bids opened. Bidders are advised to carefully prepare their technical proposals with all mandatory documents including valid licenses, bank statements, tax deductions, affidavits, and proof of experience. A practical tip for bidders is to ensure timely submission of original bid security and affidavit at the Inspector General of Sindh Prisons office to avoid disqualification. The contract performance security of 3% of total contract value must be furnished within seven days of award. The department reserves the right to reject any or all bids under SPPRA rules.
