Tender Description
The Inspector General of Sindh Prisons and Corrections Service Karachi invites bids for the supply of cooked food to inmates of District Prison and Correctional Facility Shaheed Benazirabad for the fiscal year 2026-2027. This procurement is specific to the Sindh Prisons department located in Shaheed Benazirabad city. The contract covers the preparation and delivery of three meals daily including breakfast, mid-day, and evening meals, as well as special diets during Ramadan and on special occasions such as Eid-ul-Fitr, Eid-ul-Azha, Pakistan Day, Independence Day, and Sindh Cultural Day.
The technical scope includes provision of high-quality dietary articles as per detailed specifications, preparation in hygienic prison kitchens, and adherence to a fortnightly diet menu with precise scales and weights. The contractor must ensure proper cooking, storage, and delivery of food items, maintain cleanliness, and comply with all health and safety regulations. The contract also requires the contractor to maintain stock of dietary items, arrange for medical examination of kitchen staff, and ensure security clearances for employees.
Eligibility criteria include valid registration with FBR, Sindh Revenue Board, Sindh Food Authority, and active GST certificates. Bidders must have a minimum of three years catering experience, provide a bid security of Rs. 2,200,000, and submit a performance security of 3% of the contract value upon award. The technical bid must include all mandatory documents such as CNIC copies, firm profile, tax certificates, and affidavits confirming no blacklisting or criminal involvement.
The tender submission deadline is 09 June 2026 at 09:30 AM via the SPPRA E-Pak Acquisition & Disposal System (E-PADS). Technical bids will be opened electronically on the same day at 10:00 AM. Financial bids of technically qualified bidders will be opened later. Bidders are advised to verify their bid status on the E-PADS portal to avoid disqualification. The bid security must be submitted in original to the Inspector General of Sindh Prisons office in Karachi before the deadline.
