Supply & Data Personalization and Card Stuffing for Cobadge (UPI+PAYPAK) and VISA & Master Cards

Sindh Bank Limited, based in Karachi, invites qualified suppliers to participate in the procurement of Supply & Data Personalization and Card Stuffing services for Cobadge (UPI+PAYPAK) Cards and VISA & Master Cards. This tender covers the personalization of dual interface debit cards including embossing, indenting, tipping, chip and magnetic stripe encoding, and CVV printing as per VISA, UPI+Paypak, and MasterCard approved specifications. The bank will provide the data for printing, and the vendor is responsible for printing relevant letters on specific stationery, packing cards in envelopes, and delivering them to Sindh Bank Head Office. Items being procured: - Supply & Data Personalization + Card Stuffing + Cost for Stationery of 50,000 Cobadge (UPI+PAYPAK) Cards - Supply & Data Personalization + Card Stuffing + Cost for Stationery of 60,000 VISA & Master Cards The scope includes JavaCard 3.0.54 platform features, EMV compliance, magnetic stripe encoding, and secure messaging. The vendor must have a minimum daily card personalization capacity of 11,000 cards with packing and ensure original/genuine items as per specifications. Delivery time is within 8-10 weeks. The vendor will bear full responsibility for card replacement costs in case of issues related to card plastic or transactions. Eligibility criteria include a minimum of five years of experience in secure card manufacturing/personalization, proven track record with at least 110,000 cards delivered in the last three years, minimum average annual turnover of PKR 150 million, valid NTN and GST registration, ISO certification for card manufacturing, and compliance with PayPak, VISA, MasterCard, and UPI standards. Joint ventures are not allowed. Bidders must submit a bid security of 5% of the contract amount and comply with all terms and conditions outlined in the bidding documents. Bids must be submitted online via the e-Procurement System (EPADS) by 26 October 2026 at 10:30 AM, with opening at 11:00 AM the same day at Sindh Bank Ltd Head Office, Karachi.
