Tender Description
The Privatisation Commission Islamabad Capital Territory invites sealed bids from eligible and qualified bidders for the procurement of IT equipment including laptops, desktops, printers, and LED monitors under the contract reference P150762. This procurement is planned for the financial year 2026-27 and will be conducted through the National Single Stage-Two Envelope procedure using Quality and Cost Based Selection (QCBS) technique in line with Public Procurement Rules, 2026.
Items being procured:
- High-Performance Notebook (8 units) with 2 years onsite warranty
- Business Laptop Enterprise (16 units) with 3 years onsite warranty
- Business Laptop Standard (34 units) with 3 years onsite warranty
- Business Desktop Standard (19 units) with 3 years onsite warranty
- Enterprise Color Printer Laser (1 unit) with 1 year warranty
- Enterprise Monochrome Multi function Printer (2 units) with 1 year warranty
- Color Printer Medium Business (8 units) with 1 year warranty
- LED Screens or Monitors (10 units) with 1 year warranty
- Business Desktop Professional (1 unit) with 3 years onsite warranty
- Enterprise Color Printer Multi function A3 MFP (1 unit) with 1 year warranty
The technical specifications include high-end models such as Macbook Pro M5 Pro Chip or equivalent for notebooks, HP/Dell business series laptops and desktops with DDR5 memory, enterprise-grade laser printers with high monthly duty cycles, and professional 4K UHD LED monitors. All items must be brand new, conform to the specified standards, and include onsite warranty and after-sales support.
Bidders must be registered with FBR, have active tax status, and provide valid OEM authorization certificates. The bid security amount is PKR 2,525,500 in the form of Pay Order or Banker's Cheque. Bids must be submitted electronically via EPADS v2.0 by Monday, October 26, 2026 at 11:00 AM. Original bid security must be submitted physically to the Privatisation Commission office at 4th Floor Kohsar Block Pak Secretariat, Islamabad before the deadline. Manual bids will not be accepted.
The evaluation will be based on QCBS with 70% weightage on technical and 30% on financial criteria. Technical evaluation includes compliance with specifications, OEM authorization, firm capacity, local presence, delivery timeline, and past supply experience. The successful bidder will be required to provide a performance guarantee of 7% of the contract price.
