Tender Description
The Atomic Energy Cancer Hospital (NORIN) Nawabshah, located in District Shaheed Benazirabad, Sindh, is procuring drugs and medicines under the Pakistan Bait ul Maal (I.F.A) Programme for the years 2026 and 2027. This procurement is specifically for cancer patients and is intended for a two-year period. The hospital is a state-of-the-art institute providing diagnostic and treatment facilities including radiotherapy, chemotherapy, and nuclear medicines.
The technical scope involves the supply of various drugs and medicines as per the detailed Bill of Quantities (BOQ) which will be provided after the pre-qualification process. The procurement will be conducted under the Sindh Public Procurement Rules, 2010 (amended 2019), and the bidding documents include instructions to bidders, general and special conditions of contract, bid data sheet, qualification criteria, and other annexures. The goods must conform to the technical specifications and standards mentioned in the bidding documents, and the supplier is responsible for delivery on a Delivered Duty Paid (DDP) basis to the hospital's central store.
Eligible bidders must be Pakistani entities qualified in the pre-qualification process, registered with FBR and ATL, and must not be blacklisted. They should have at least three years of relevant experience and meet the required annual turnover criteria. The bid validity period is 90 days, and bidders must submit earnest money in the form of a demand draft. The submission and opening of bids will be conducted electronically via SPPRA EPADS, with physical submission of bid security and tender fees.
Key dates include the start of financial bid document download on 2026-04-22, closing and submission deadline on 2026-05-09 at 23:59:59, and bid opening on 2026-05-12 at 12:30 pm in the hospital auditorium. The contract will initially be for one year with a possible extension for another year subject to mutual consent. Payment terms include 30% payment after receipt of end-user satisfactory certificate and full payment after complete supply and inspection.
A practical tip for bidders is to ensure all mandatory documents are complete and properly signed and stamped as incomplete bids will be disqualified. Also, bidders should carefully review the technical specifications and ensure compliance to avoid rejection during evaluation. Timely submission of bid security and tender fees before the deadline is crucial to avoid disqualification. Bidders should also be prepared for inspection and testing of goods upon delivery to ensure conformity with contract specifications.
