Supply of Fresh/Dry Food Items for Inmates of Various Institutes/Centers in Mardan for FY 2026-27

The Social Welfare, Special Education and Women Empowerment Department, District Mardan invites bids for the supply of fresh and dry food items on a daily basis to inmates of various institutes and centers including Rehabilitation Center for Drug Addicts Mardan, Darul Kafala, Government Institute for Visually Impaired Children Hostel, Darul Aman, Hostel Special Education Complex, and Panagah Mardan for the financial year 2026-27. Items being procured: - Beef (Fresh without bones) per KG - Chicken (Halal) per KG - Vegetable all kinds (Seasonal) per KG - Ghee (Shama/Dalda/Kisan) per KG - Milk Pack (Tetra Pack/Nestle/Olper or equivalent) per Liter - Salt (Iodized) per Packet - Black Tea (Branded) per KG - Handi Masala (Top Quality) per KG - Rooti (120 Gram) per No. - Sugar per KG - Pulses All Kinds (Top Quality) per KG - Rice (Seela Top Quality) per KG - All kind Fruit (Fresh Seasonal) per KG - Eggs per No. - LPG per KG - Match Box per No. - Rooti (Roghani Nan) 120 Gram per No. - Dry Milk for Birth Child on Need Basis per Packet 400 Gram List II (For Ramzan Mubarak only): - Dahi per KG - Samosa per Dozen - Rooh Afza (800 ML) per Bottle - Pakora per KG - Dates per KG - Lemons per KG The procurement is based on FOR (Free on Road) delivery to the respective institutes. The department will not be liable for any price changes due to inflation or other factors. The contract period is valid until 30th June 2027 with an option to extend for three more months. Performance security of PKR 3,000,000 is required within 3 days of work order issuance. The successful bidder must start supply within 3 days of work order or face forfeiture of bid security. Eligibility criteria include registration with Khyber Pakhtunkhwa Food Department, valid FBR NTN and STRN, minimum two years of sales tax and income tax experience, submission of CDR of PKR 15,000,000 in favor of District Officer Social Welfare Mardan, and relevant experience certificates. Bidders must also submit bank statements for the last three years and audit reports. Blacklisted firms are not eligible. The tender follows a single stage, two envelope procedure with bids submitted online via the E-PAD portal by 10th August 2026 at 10:30 AM. Technical bids will be opened at 11:00 AM the same day in the presence of bidders or their representatives. A practical tip for bidders is to ensure all mandatory documents including CDR, valid licenses, and experience certificates are complete and uploaded correctly on the E-PAD portal to avoid disqualification. Early submission is advised to handle any technical issues before the deadline.
