Supply of Goods and Services as per OGDCL RFP

Oil & Gas Development Company Limited (OGDCL) invites sealed bids through SAP-Ariba Discovery under Competitive Bidding procedure from eligible bidders from countries maintaining bilateral trade relations with Pakistan for supply of goods and services as detailed in the Request for Proposal (RFP). Items being procured include goods, materials, equipment, and/or services as specified in the RFP documents. The procurement covers supply and delivery on CFR/CPT Karachi/Islamabad basis, including packaging, documentation, inland freight, sea/air freight, and dispatch of shipping documents. Custom duties and import taxes at port of discharge will be borne by OGDCL. Insurance on ocean/airfreight and transportation in Pakistan will be arranged and paid by OGDCL. Bidders must submit bids valid for 180 days (or as specified in RFP) accompanied by a bid bond in the form of pay order, cash deposit receipt, demand draft, online transfer, or bank guarantee issued by a scheduled bank of Pakistan or a foreign bank operating in Pakistan, valid for 30 days beyond bid validity. Performance bond of 10% of contract value is required within 15 days of award. Technical bids must be submitted with all required annexures, including bidding form, affidavit of non-blacklisting, declaration of ultimate beneficial ownership, and ESG/HSE commitments. Financial bids will be opened only for technically responsive bidders. The procurement process follows Public Procurement Rules 2004, with evaluation based on price, delivery schedule, financial standing, reliability, and efficiency. Preference will be given to locally manufactured goods meeting specified value addition criteria as per SRO 827(I)/2001. Bidders must comply with all terms and conditions, including packaging, marking, shipping documentation, and timely submission of original negotiable documents. Demurrage or other charges due to delayed or discrepant documents will be borne by the bidder. Bid submission deadline is 2026-10-26 23:59:59. Bids will be publicly opened online through SAP-Ariba Portal. The Purchaser reserves the right to accept or reject any or all bids without assigning reasons.
