Supply of Goods and Services as per OGDCL RFP on CFR/CPT Karachi/Islamabad Basis

Oil and Gas Development Company Limited (OGDCL) invites eligible bidders from countries maintaining bilateral trade relations with Pakistan to submit bids online through SAP-Ariba Discovery under Competitive Bidding procedure. The procurement is for supply of goods and services as detailed in the Request for Proposal (RFP) on CFR/CPT Karachi/Islamabad basis. Bidders must submit original bid bond as per RFP requirements before the deadline at OGDCL Reception, Islamabad. The bid bond must be valid for at least 180 days from bid opening date and in the form of pay order, demand draft, cash deposit receipt, online transfer or bank guarantee from a scheduled bank of Pakistan or foreign bank with branch in Pakistan with AA rating. Bids must be prepared in English and submitted online through SAP-Ariba portal by the specified deadline. The bids will be opened online in the presence of bidders' representatives. The evaluation will be based on technical and financial criteria as per RFP. Bidders must provide all required documents including technical specifications, financial information, affidavits, declarations, and ESG/HSE commitments. The successful bidder will be required to furnish a performance bond equal to 10% of the contract value valid for 12 months beyond delivery. The contract price shall be firm and inclusive of all charges except customs duties and applicable taxes which will be borne by OGDCL. Delivery schedules must be strictly adhered to and liquidated damages will be imposed for delays. The Purchaser reserves the right to accept or reject any or all bids and to annul the bidding process without liability. Original negotiable shipping documents must be promptly negotiated and discrepancies may result in demurrage charges borne by the beneficiary. Transshipment is prohibited. Payment terms vary based on order value with partial payments against shipment and balance after acceptance. Bidders must submit declarations regarding integrity, anti-corruption, and ultimate beneficial ownership. Environmental Social Governance (ESG) and Health Safety Environment (HSE) commitments are mandatory. The contract will be governed by the laws of Pakistan and disputes resolved by arbitration in Islamabad. Bidders must avoid any corrupt practices or collusion and failure to comply may result in blacklisting and legal action. This procurement is open to all prospective suppliers, manufacturers, or authorized agents/dealers meeting eligibility criteria and registered with relevant authorities. Bidders should note that the Purchaser will not pay any commission or brokerage. The Purchaser reserves the right to increase or decrease quantities or cancel any or all items without assigning reasons.
