This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) using a Single Stage Two Envelope procedure with Quality Based Selection (QBS) technique.
Items being procured:
- Licensed, configurable on-premise Enterprise Asset Management System software
- Detailed requirement gathering and gap analysis

The AMS system must cover full investment lifecycle management including portfolio management, investment operations, fund accounting, client reporting, and related processes. It should automate key business processes, reduce manual intervention, enhance data accuracy, and ensure compliance with regulatory requirements. The system must support Shariah and non-Shariah compliant instruments, multiple asset classes, dynamic fee structures, tax calculations, integrated accounting, corporate actions, trade reconciliation, unit management, reporting, and extensive integration capabilities.
Eligibility criteria include minimum 10 years relevant experience, successful implementation of at least 10 similar AMS projects (3 within last 2 years), combined project worth of at least Rs 250 million in last 2 years, active tax registration, and technical compliance as per tender documents. Bidders must submit a bid security declaration and comply with all terms and conditions.
Bids must be submitted online via EPADS v2.0 by Friday, October 30, 2026 at 03:00 PM. Manual bids will not be accepted. Technical bids will be opened the same day at 03:30 PM. Bidders may be required to provide a live product demonstration to validate system capabilities. The contract includes a 5-year minimum term for licenses and SLA with options for renewal.
A practical tip for bidders: Ensure all required documents including technical specifications, BOQ, bid security declaration, and proof of eligibility are complete, signed, and uploaded on EPADS before the deadline to avoid disqualification. Familiarize yourself with EPADS registration and submission procedures early to avoid last-minute issues.
This tender offers a significant opportunity for qualified firms to partner with a leading financial institution in Pakistan to deliver a critical enterprise system with long-term support and maintenance obligations.
