Provide, Supply and Install IT and Electronic Equipment for 40 Citizen Service Centers in Sindh

The Board of Revenue Sindh, through the office of the Inspector General of Registration Sindh, Karachi, invites bids for the provision, supply, and installation of IT and Electronic Equipment for forty (40) Citizen Service Centers located across 40 cities in Sindh province. This procurement aims to upgrade and operationalize these centers with modern hardware and electronic devices to facilitate efficient land management and revenue administration. Items being procured: - 40 Laptops (13th Gen Intel Core i7, 16GB DDR5 RAM, 1TB SSD, OEM Windows 10 & MS Office) - 120 Desktop Computers (12th Gen Intel Core i7, 16GB RAM, 512GB SSD, Windows 11 Pro) - 120 LED Monitors (21.5" to 23.8", IPS, Full HD) - 120 Biometric Devices (Suprema Biomini Slim 2 or equivalent) - 120 Signature Pads (Wacom STU-430 or equivalent) - 120 Document Cameras (Logitech 4K PRO or equivalent) - 40 Printers (HP LaserJet Pro 4003DW or equivalent) - 40 Scanners (HP ScanJet Pro N4600FNW / Canon DR-F120 or equivalent) - 40 Wireless Access Points (Wi-Fi 6, Huawei AP 7060 DN or equivalent) - 40 Network Routers (Cisco 2951/3945 or equivalent) - 40 Network Switches (Cisco Manageable 28 Ports or equivalent) - 240 Power Backup UPS units (650VA, APC/Stabmatic or equivalent) - Electrical Cabling & Distribution Work including wiring, DBs, MCBs, sockets, conduits, cable trays, earthing, and accessories - 120 Air Conditioners (Split, 1.5 ton, inverter type) - 40 Water Dispensers (Top load, three taps) - 160 CCTV Cameras (4MP Bullet/Dome, Dahua/Uniview/Hikvision or equivalent) - 40 Digital Video Recorders (4-channel 2MP H.265 eSSD AcuSense DVR) - 40 Hard Drives (4TB SATA Surveillance, Seagate or equivalent) - 40 LED Screens (32", FHD IPS, HP or equivalent) - CCTV Cabling Installation including Cat6 cabling, PoE switch ports, conduits, patch panels, connectors, and cable management The scope includes supply, delivery, installation, configuration, testing, commissioning, and handover of all equipment with comprehensive onsite OEM warranty. The contractor must perform site verification before commencement and ensure all installations are complete with necessary accessories, cables, software licenses, and documentation. Delivery and installation must be completed within 30 days of Purchase Order issuance. Eligible bidders must be registered companies listed on the FBR Active Taxpayers List and GST/SRB registered. They must have relevant experience of at least three years, minimum annual turnover of PKR 250 million, and not be blacklisted. Bid security of Rs. 5,000,000/- is required in the form of Pay Order/CDR/DD/Bank Guarantee. Performance security of 5% of contract value will be required from the successful bidder. Bids must be submitted electronically via the SPPRA EPADS portal by November 9, 2026, 11:00 AM. Original bid security must be delivered to the Inspector General of Registration office before bid opening at 11:30 AM the same day. The department reserves the right to accept or reject any bid and may request demo units for evaluation. A practical tip for bidders: Ensure all technical datasheets and samples are submitted as required, and carefully verify site conditions to avoid installation delays or non-compliance. Timely delivery is critical as liquidity damages of 0.07% per day up to 10% of contract value will be imposed for delays.
