Tender Description
Sindh Institute of Child Health and Neonatology (SICHN), Government of Sindh invites e-bids through the E-Pak Acquisition and Disposable System (EPADS) for the supply, installation, and commissioning of diesel generator sets for Karachi and Shaheed Benazirabad. The procurement is for the fiscal year 2025-26 under Rule-46 (2) Single Stage Two Envelope Procedure. Eligible bidders must be registered with Pakistan tax authorities and meet all qualification criteria including PEC registration and OEM authorization.
Items being procured:
- Lot 1: 500 KVA Diesel Generator Set for Shaheed Benazirabad
- Lot 2: 500 KVA Diesel Generator Set for Karachi
- Lot 3: 200 KVA Diesel Generator Set for Karachi
- Lot 4: 30 KVA Diesel Generator Set for Karachi Central Warehouse
Each generator set includes supply, installation, testing, commissioning, acoustic canopy, control panels (ATS/AMF), power and earthing cables, earthing system, exhaust extension, and operator training. The generators must be prime rated, suitable for continuous operation, and comply with international standards such as ISO 8528, IEC 60034, and ISO 9001. Engine origins preferred are Europe, Japan, or Korea with authorized dealer presence in Pakistan. Warranty of 2 years or 3000 operating hours is required.
Technical scope covers heavy-duty fabricated steel base frames, integrated fuel tanks, microprocessor-based control panels with remote monitoring, and soundproof acoustic canopies. Installation includes civil foundation works, cabling, earthing, exhaust piping, load testing, and final commissioning.
Eligibility criteria include valid tax registration, PEC category C-6 or above, OEM authorization, minimum 3 years OEM presence in Pakistan, and relevant experience with at least three contracts in public and private sectors. Bid security is 2% of estimated cost per lot. Performance security of 5% is required upon award.
Key dates: Pre-bid meeting on 17 August 2026 at 11:00 AM at SICHN Head Office Karachi. Bid submission deadline is 26 August 2026 at 10:30 AM via EPADS. Technical bids will be opened same day at 11:00 AM. Financial bids of technically qualified bidders will be opened later.
Bids must be submitted electronically on EPADS with all required documents including bid security, technical proposal without prices, manufacturer authorization, tax returns, and product catalogues. No negotiations on quoted prices will be allowed. The procuring agency reserves the right to accept or reject any or all bids.
Practical tip: Ensure all mandatory documents are complete and submitted on EPADS before the deadline. Pay special attention to the technical proposal format and bid security requirements to avoid disqualification.
