Procurement, Fabrication, Supply, Testing & Commissioning Of 90-Ft Eco-Friendly Wooden Cruise Ferry, Speed Rescue Boats, And Allied Shore Charging Infrastructure In Sukkur

The Sukkur Municipal Corporation (SMC) invites qualified local and international engineering firms, boat builders, and electrical system integrators to submit bids for the comprehensive procurement, fabrication, supply, testing, and commissioning of a 90-ft eco-friendly wooden cruise ferry, speed rescue boats, and allied shore charging infrastructure in Sukkur. This project aims to promote sustainable river transport and ecological conservation along the Indus River corridor, specifically targeting locations Lab-e-Mehran, Zero Point, and Sadhu Bela Island. Items being procured: - One (1) 90-ft multi-deck eco-friendly wooden cruise ferry with dual electric paddle-wheel propulsion (2 x 120 kW PMSM motors), 200 kWh Lithium Iron Phosphate marine battery system, and 250–300 HP auxiliary marine diesel emergency propulsion package - Four (4) marine-grade FRP speed rescue boats powered by high-performance 4-stroke outboard petrol engines - One (1) turnkey 180 kW DC marine fast charging station with civil foundation, earthing pits, and electrical grid interconnection The scope includes detailed site feasibility assessments, timber fabrication, assembly, outfitting, testing, river trials, and regulatory compliance. The vessels must comply with strict acoustic noise ceilings (<55 dB(A)) to protect the endangered Indus River Blind Dolphin habitat and adhere to zero-discharge environmental mandates. The shore charging infrastructure must be compatible with the marine battery system and installed with all necessary civil and electrical works. Bidders must be registered with the Pakistan Engineering Council (PEC) in Category C3 or above with relevant electrical, mechanical, and civil specializations. Joint Ventures/Consortiums are allowed with a designated local lead member. Earnest money of 5% of the bid price is required as bid security. Bids must be submitted electronically via the SPPRA EPAD portal and accompanied by original physical bid security delivered to the Executive Engineer (Civil), Sukkur Municipal Corporation before the deadline. The tender follows a National Open Competitive Bidding process with a Single Stage – Two Envelope procedure. Technical proposals will be evaluated first, and only technically qualified bidders will have their financial proposals opened. The contract will be awarded to the lowest evaluated substantially responsive bid.
