Tender Description
The Infrastructure Development Authority of the Punjab (IDAP) invites bids for the supply, installation, commissioning, and maintenance of a Blood Gas Analyser (Package No. 18, Lot-K2) for the establishment of the Federal Government Polyclinic (PGMI)-II located at G-11/3, Islamabad. This procurement is specifically for medical equipment essential to the healthcare facility in Islamabad and is conducted under the Public Procurement Rules 2004 through the EPADS platform of the Punjab Procurement Regulatory Authority (PPRA).
The technical scope includes the provision of a Blood Gas Analyser with three electrolytes, featuring potentiometric and amperometric electrodes, capable of analyzing whole blood samples with a throughput of 24-30 samples per hour and an analysis time of under 80 seconds. The equipment must comply with international quality certifications such as FDA 510K, CE, or MHLW, and include all standard accessories, consumables, reagents, calibrators, and controls for startup. Installation, commissioning, and maintenance services are integral to the contract, with a warranty period of one year followed by a comprehensive five-year extended warranty.
Eligible bidders include manufacturers or their authorized local agents/importers/distributors registered with relevant Pakistani authorities, possessing valid PEC categories, FBR registration, and proven experience in supplying similar medical equipment. Joint ventures are permitted with a nominated lead member. Bidders must submit a bid security of PKR 76,000 and comply with all documentation requirements on EPADS.
Key dates include the pre-bid meeting on 30th April 2026 at 10:30 HRS PST in Lahore, with bid submission deadline on 12th May 2026 at 15:00 HRS PST via EPADS. Technical bids will be opened the same day at 15:30 HRS PST at IDAP Lahore office. Bidders are advised to ensure timely submission of all required documents and original bid security to avoid disqualification.
A practical tip for bidders is to carefully review the technical specifications and ensure all compliance documents, including manufacturer authorization and quality certificates, are complete and uploaded on EPADS. Early registration on EPADS and prompt submission of bid security in original form to the designated office will facilitate smooth participation in this competitive procurement process.
