Tender Description
The Infrastructure Development Authority of the Punjab (IDAP) invites bids for the supply, installation, commissioning, and maintenance of general medical equipment for the establishment of the Federal Government Polyclinic (PGMI)-II located at G-11/3, Islamabad. This procurement is specifically managed by IDAP based in Lahore, Punjab, but the project site is Islamabad Capital Territory. The scope includes a comprehensive package of medical equipment such as infusor pressure devices, fiber optic laryngoscopes, nebulisers, resuscitation bags for adults, children and infants, diagnostic sets, patient scales with height measurement, sphygmomanometers (desk and mobile types), stethoscopes (adult and pediatric), quick release tourniquets, needle syringe destroyers, clinical and tympanic thermometers, ultrasonic nebulisers, stadiometers, Hertel ex-opthalmometers, and diaper weighing scales.
The technical specifications require compliance with international standards such as FDA, CE, or MHLW approvals, and the equipment must be delivered on a Delivered Duty Paid (DDP) basis. The supplier is responsible for all aspects including packaging, customs clearance, transportation, installation, commissioning, and maintenance. The contract includes a one-year warranty period followed by a five-year extended warranty service contract. Bidders must provide manufacturer authorization, valid registration with tax authorities, and demonstrate relevant experience and financial soundness. The bid submission deadline is **15th July 2026 at 15:30 HRS PST** via the Electronic Procurement and Disposal System (EPADS) of Punjab Procurement Regulatory Authority (PPRA).
Eligibility criteria include valid legal registration, tax registration, non-blacklisting affidavits, and submission of bid security. Technical bids will be opened on the same day at 16:00 HRS PST at IDAP office in Lahore. Financial bids of only technically qualified bidders will be opened subsequently on EPADS. The evaluation will be based on compliance, financial capability, experience, personnel, and equipment capabilities. The successful bidder must furnish a performance bank guarantee equivalent to 10% of the contract value within 21 days of award.
A practical tip for bidders is to ensure timely submission of original bid security and all required documents on EPADS to avoid disqualification. Also, bidders should carefully review the technical specifications and provide complete compliance documentation to pass the technical evaluation stage.
